About Michael

Michael J. Acquaro-Mignogna, MAI, SRA, AI-GRS co-founded Mid-Atlantic Valuation Group in July 2006 and is co-owner of the company with Gary E. Heiland II, MAI, AI-GRS.

Mr. Mignogna graduated from the University of Pennsylvania in 1984 with a Bachelor of Arts degree in music. He began his appraisal career in 1986 as a residential appraiser in central New Jersey, joining Legg Mason Realty Group in Philadelphia in 1987 as a commercial appraiser. At Legg Mason, much of his focus was on residential development property appraisals, lodging facilities, and complex multi-tenanted investment properties.

After receiving the MAI designation from the Appraisal Institute in 1993, Mr. Mignogna took the position of Regional Manager with Ratcliffe, Cali, Duffy, Hughes (RCDH) & Company in Philadelphia. During this time, he completed numerous Center City Philadelphia office building appraisals while managing the Philadelphia office. After a number of years in central New Jersey, Mr. Mignogna merged the appraisal company he had formed in Wayne, PA with Mid-Atlantic Appraisals to form Mid-Atlantic Valuation Group, Inc. Mr. Mignogna received the AI-GRS designation from the Appraisal Institute in 2014 and the SRA designation in 2020.

Mr. Mignogna is licensed as a Certified General Appraiser in Pennsylvania, New Jersey and Delaware. He has provided expert witness testimony at tax assessment appeal hearings throughout Philadelphia and in New Jersey. He has also given expert witness testimony to the Pennsylvania Court of Common Pleas (Lebanon County and Centre County), United States District Court (Middle District of Pennsylvania), United States Bankruptcy Court (Delaware District) and United States Tax Court (Philadelphia).

Mr. Mignogna was the 2013 President of the Philadelphia Metropolitan Chapter of the Appraisal Institute, following previous positions as Vice President, Treasurer and Secretary and three years on the Chapter’s Board of Directors. He has also served on and chaired Review & Counseling and Experience Review committees in addition to volunteering as a national experience screener and twice participating in the Appraisal Institute’s Leadership Development and Advisory Council. 

He was on the Appraisal Institute’s National Board of Directors from 2017 through 2020 as Vice Chair then Chair of the region that encompasses Pennsylvania, New Jersey, Delaware, Maryland and DC. His service on the National Board of Directors continues through 2023 as a member of the Audit Committee (Chair, 2022; Vice Chair, 2021 and 2023). 

An accomplished musician, he has performed as music director, conductor, and/or pianist in numerous musical theater productions at Villanova University and the University of Pennsylvania.
